Heroes Dependants Assistance
Educational assistance is generally guided by the relevant statutory provisions, policy rules, and proof of continued eligibility. Dependants over 18 may be considered where they still meet the ministry's approved educational support requirements.
Heroes' Dependants Assistance is a ministry support area that administers qualifying assistance and welfare interventions for eligible dependants of national heroes, in accordance with approved legal and administrative frameworks.

Veterans Information Management System
Yes. One of the ministry's key functions is to create, maintain, and regularly update databases for veterans and other recognised beneficiary categories in order to support lawful administration of benefits and related services.
Registration and vetting processes are carried out in line with the law, approved administrative procedures, and official ministry notices. Members of the public should rely on ministry communication channels for announcements on vetting exercises, mop-up registrations, and documentary requirements.
The Veterans Information Management System is the ministry portal area used to organise veteran records, application forms, benefits information, vetting status, and related beneficiary data in a more structured digital workflow.
War Veterans and Non-Combatant Cadres
Statutory benefits may include pensions, school fees assistance, medical assistance, funeral support, and other lawful welfare or empowerment support provided in terms of applicable legislation, policy, and approved ministry programmes for qualifying beneficiaries.
Applicants should contact the ministry through the nearest provincial office or the head office, provide national identification and all supporting records, and follow the relevant vetting or benefits process for the category being applied for.
The Act recognizes four categories. War Veteran means any person who underwent military training and participated, consistently and persistently, as a member of either the Zimbabwe African National Liberation Army (ZANLA) of ZANU or Zimbabwe People's Revolutionary Army (ZIPRA) of ZAPU, in the liberation struggle which occurred in Zimbabwe and in neighbouring countries between the 1st January, 1962, and the 29th February, 1980, in connection with the bringing about of Zimbabwe's independence on the 18th April, 1980. Ex-Political Prisoners, Detainees, and Restrictees means any person who after the 1st January, 1959, was imprisoned, detained, or restricted in Zimbabwe for a period of at least six months, or for two or more periods amounting to not less than six months, for political activity in connection with the bringing about of Zimbabwe's independence on the 18th April, 1980. Non-Combatant Cadre means any person accredited as such in terms of this Act who, having crossed any of Zimbabwe's borders for purposes of participating in the liberation struggle as a member of ZANLA or ZIPRA forces but due to circumstances beyond his or her control did not get military training and remained in the transit camp in Mozambique and Zambia until 29th November, 1979. War Collaborator means any person who had at least attained the age of 16 years by the 31st December, 1979, and who in the period between 1975 until the 29th February, 1980, was consistently and persistently closely linked with the operations of the war veterans through one or more actions such as carrying out reconnaissance activities, providing information, delivering food, medication and clothing, carrying equipment, fighting without training, or tending and giving sanctuary to wounded War Veterans.
The Board provides governance, oversight, and advisory support on matters connected to veterans' welfare, statutory administration, and implementation of the Veterans of the Liberation Struggle Act and related ministry responsibilities.
War Victims Compensation
A War Victim generally refers to a person who suffered injury, disablement, or other recognised harm as a result of the liberation war and who qualifies under the applicable compensation and assessment framework administered by the responsible authorities.
War Victims may qualify for lawful compensation-related benefits, including assessed disability support and related statutory entitlements, depending on the approved assessment outcome and governing law.
Such cases depend on the governing legal framework, prior compensation status, supporting records, and any applicable ministry or compensation authority procedures. Affected persons should make a formal enquiry with the ministry for case-specific guidance.
Cases involving persons who were assessed but never compensated should be brought to the ministry with all available records so that the status can be reviewed, verified, and guided through the appropriate administrative or policy channel.
