Who We Are
The Ministry of Veterans of the Liberation Struggle Affairs was established in 1997 as a Department under the Office of the President and Cabinet to cater for the Welfare of War Veterans.
It took over responsibilities of welfare services for War Veterans from the Ministry of Social Welfare.
Over the years the Ministry went through various organisational changes which were aimed at improving service delivery for Veterans of the liberation Struggle.
The Ministry was re-established on 11 September 2023. Our mandate as per constitutional and legal provisions focuses on administering statutory entitlements to the following categories.

Who we serve
Our mandate as per constitutional and legal provisions focuses on administering statutory entitlements and services to four recognised beneficiary categories, each with distinct administrative needs and support pathways.
Veterans of the Liberation Struggle
Administration of lawful entitlements, policy communication, empowerment programming, and service guidance for recognised veterans and their households.
Heroes Dependants
Support pathways for qualifying dependants, including welfare coordination, public guidance, and information on assistance channels.
War Victims
Compensation-related communication, records support, and public-facing guidance for persons recognised under the war victims framework.
War Collaborators, Ex-Political Prisoners, Detainees and Restrictees
Documentation, welfare coordination, records administration, and memorialisation support for recognised beneficiary groups and their dependants.
Institutional History
